- Employer Registration: Before hiring a foreign employee, the Malaysian company must register with the Expatriate Services Division (ESD). Only registered and approved companies are allowed to sponsor expatriates.
- Expatriate Post Approval: The employer applies for an Expatriate Post, this is an approval confirming the company’s need to hire a foreign professional for a specific role when no qualified Malaysian candidate is available.
- Application Submission: Once the post is approved, the company submits the Employment Pass (EP), Temporary Employment Pass (TEP), or Professional Visit Pass (PVP) application via the ESD portal or through the relevant agency depending on the pass type.
- Visa with Reference (VDR): If the applicant is outside Malaysia, the employer must apply for a Visa with Reference (VDR) at the Immigration Department. The VDR is an entry visa that allows the expatriate to legally enter Malaysia for work.
- Endorsement of Work Pass: Upon arrival, the employee must visit the Immigration Department (through their employer) to have the work pass endorsed in their passport.
Only after this endorsement is the individual officially allowed to start work.
